Summary
The Department of Health has announced that Baroness Young of Old Scone has emerged as the Government's candidate for the future post of Chair of the Care Quality Commission.
Barbara Young is currently the Chief Executive of the Environment Agency, and the Secretary of State for Health has asked the Health Select Committee to hold a public pre-appointment scrutiny hearing before reporting on the candidate's suitability.

Candidate for future post of Care Quality Commission Chair announced
Following an independent recruitment exercise conducted by the Appointments Commission, Baroness Young of Old Scone, Barbara Young, has emerged as the Government's candidate for the future post of Chair of the Care Quality Commission.
The Secretary of State for Health has today invited the Health Select Committee to hold a public pre-appointment scrutiny hearing and report on the candidate's suitability for the post, in line with proposals announced in January for scrutiny of key positions in which Parliament has an interest.
After a hearing, the Committee would set out its views on the candidate's suitability for this post. The Secretary of State would then consider the conclusions of the Committee's report carefully before deciding whether or not to proceed with the appointment.
Barbara Young is currently the Chief Executive of the Environment Agency, a post which she will relinquish if her appointment as Chair of the Care Quality Commission is confirmed.
Notes to editors
1. Subject to the passage of legislation currently going through Parliament, the Commission will be created in October 2008 to take over from the Commission for Social Care Inspection, the Healthcare Commission, and the Mental Health Act Commission from 1 April 2009.
If the appointment is confirmed, Baroness Young will become the shadow Chair of the Care Quality Commission until the new regulator is established later this year.
2. Barbara Young is a Life Peer and currently sits on the cross benches. Her previous posts have included Chair, English Nature; Vice Chairman of the BBC; board member of AWG plc; Chief Executive, The Royal Society for the Protection of Birds and; Chief Executive, Parkside Health Authority.
3. The recruitment process conducted by the Appointments Commission is regulated by the Commissioner for Public Appointments and, in accordance with the Commissioner's code, involved an Independent Assessor at all stages, including the interview panel.
